(AP) ? Palestinian President Mahmoud Abbas strongly suggested Saturday that he would reject a peacemaking blueprint put forward by international mediators, saying he would not agree to any proposal that disregarded Palestinian conditions for the resumption of peace talks.

Abbas, who returned to the West Bank on Saturday after submitting a statehood bid at the United Nations a day earlier, told reporters accompanying him that he was still studying the proposal by the peacemaking Quartet ? the U.S., European Union, United Nations and Russia.

But he appeared to tip his hand by saying "we will not deal with any initiative" that doesn't demand a halt to Israeli settlement construction or negotiations based on borders before the 1967 War when Israel captured land the Palestinians claim for their state.

The Quartet statement made no such demands.

Abbas dug into his positions after resisting heavy, U.S.-led pressure to abandon his bid to have the U.N. recognize a state of Palestine in the West Bank, east Jerusalem and Hamas-ruled Gaza Strip. His willingness to stand up to Washington has won him newfound respect at home, where he had been considered a lackluster leader. The unilateral bid for statehood and U.N. membership reflects deep-seated Palestinian exasperation over 44 years of Israeli occupation.

Israel has had no comment on the Quartet plan to resume long-stalled negotiations between the Palestinians and Israel, which mediators regard as the only way to establish a Palestinian state. Israeli leader Prime Minister Benjamin Netanyahu has rejected the long-standing conditions Abbas has put forth, saying talks must go forward without imposing terms.

Netanyahu opposes negotiations based on 1967 lines, saying a return to those frontiers would expose Israel's heartland to rocket fire from the West Bank. And he says the fate of settlements should be left to negotiations.

The Quartet urged both parties to draw up an agenda for peace talks within a month and produce comprehensive proposals on territory and security within three months. Mediators aspire to a final deal within a year, but similar plans have failed to produce a peace agreement in the past, and this latest proposal offered no program for bridging the huge differences that have stymied negotiations for most of the past three years.

The Quartet plan was meant to rechannel to negotiations any momentum the Palestinians would gain from their statehood application. A U.N. nod would not deliver any immediate changes on the ground: Israel would remain an occupying force in the West Bank and east Jerusalem and continue to restrict access to Gaza, ruled by Palestinian Hamas militants.

But Palestinians are hoping that any upgrade in their international status would give them more clout in any future talks with Israel.

U.N. chief Ban Ki-moon relayed the Palestinians' statehood request to the Security Council on Friday, shortly after Abbas formally submitted it. It is expected to be shot down there, either because it won't win the required support of nine of the Council's 15 members, or because the U.S. will make good on its threat to veto it. The Security Council will meet Monday to deal with the membership request, but final action is likely to take weeks or months.

Washington has been lobbying hard to muster enough support in the Council to block the statehood application so the U.S. won't have to resort to a veto ? something that would be frowned upon by the Arab world at a time when autocratic regimes are coming under assault there.

Abbas told reporters, without explaining, that he expected the Council to take action within weeks, not months. With Council support necessary to be admitted to the U.N. as a state, the Palestinians are expected to ask the U.N. General Assembly, where they enjoy broad support, to grant them a more modest status upgrade to nonmember observer state from permanent observer.

On board his plane, Abbas described himself as exhausted by the international efforts to wear him down but buoyant when he explained in a speech to the General Assembly why he had sidestepped the negotiating process that had been the cornerstone of international Mideast policy for nearly two decades.

The pressure "didn't affect our spirits to reach the target and to deliver the Palestinian message officially," he said.

Abbas noted, without elaborating, that some unspecified Arab states had also tried to pressure him to drop the statehood application.

Netanyahu, too, has been satisfied with the trip, and by the efforts of the U.S. and Western powers to resolve the longstanding conflict through talks, not international dictates.

"The hope is that the Palestinians will eventually understand that they cannot avoid entering negotiations," he told Israel's Channel 10 TV.

Talks for all intents and purposes broke down nearly three years ago after Israel went to war in Gaza and prepared to hold national elections that propelled Netanyahu to power for a second time. A last round, backed by the U.S., was launched a year ago, with the ambitious aim of producing a framework accord for a peace deal. But it broke down just three weeks later after an Israeli settlement construction slowdown expired.

What are the conditions that increase and sustain collective action?

Arizona State University researchers are working to answer this question through a National Science Foundation RAPID research grant that will study participation in 10,000 Solutions, a problem solving participatory Web site initiated by ASU that addresses local and global challenges.

10,000 Solutions is a newly launched project that releases the power of collaborative imagination to create solutions to issues. The project seeks input from the ASU community and the public for solutions to the world's greatest challenges on topics ranging from education to technology and from health to human rights.

Participatory challenge Web sites where citizens contribute to problem solving are an increasingly popular tool that governmental organizations are utilizing.

"Challenge Web sites are a new approach to utilize information from the public. We anticipate learning about this new medium's effectiveness and potential during this study," said ASU President Michael M. Crow.

Researchers are in the advantageous position of being able to study the ASU community, unique as a student body in both diversity and size. Part of the research will use current governance studies to guide the design of the 10,000 Solutions Web site.

"This is the first large-scale study of the online participatory platform's effectiveness that we're aware of," said Erik Johnston, one of the principal investigators for the study and an assistant professor in ASU's School of Public Affairs in the College of Public Programs. "Challenge online sites will be part of the next wave of governance, but to realize their potential, systematic research is necessary."

Rounding out the research team are: Marty Anderies, associate professor in the ASU School of Human Evolution and Social Change in the College of Liberal Arts and Sciences; Marco Janssen, associate professor in the ASU School of Human Evolution and Social Change; Spiro Maroulis, assistant professor in the ASU School of Public Affairs in the College of Public Programs; and Hari Sundaram, associate professor in the ASU School of Arts Media and Engineering in the Ira A. Fulton Schools of Engineering.

The National Science Foundation grant for $200,000 during the first year will support three stages of the program. During the first stage, researchers will map how participation spreads as the community proposes solutions to the world's challenges. Real-time feedback will be tested to find out how being aware of one's place within a community influences network dynamics such as who is communicated with, collaborated with and the degree to which people participate.

"We're interested in finding out what happens when we provide information about the networks they are in and how this encourages increased participation," Johnston said.

The second stage will examine different voting mechanisms and how those change community dynamics, perceptions of accountability and legitimacy and how ongoing participation is encouraged.

"We're hoping that when people know their ideas are earning the attention of the community, they feel like they are part of a collaborative community, invest time in developing their ideas, and therefore are less likely to drop out," Johnston said.

During the third phase of the research, participant teams interested in similar solutions will be combined to develop improved solutions and figure out how to implement their vision.

"That's where the rubber hits the road. We want problem solving," Johnston said.

Researchers will also study how the quality of solutions generated varies depending on how teams are formed, the structure of the teams and diversity of participants within teams. Since this aims to be a multi-year project, researchers can also study how participant's behavior and attitudes change over time and how next year's class learns from this year's experience. The research team will utilize the Elinor Ostrom Multi-Method Lab in the ASU Center for the Study of Institutional Diversity to study specific aspects about teams working together.

Research could provide valuable feedback on the viability of participatory online sites in government and other organizations.

"We need to rethink and rebuild the relationship between individuals and their government at every level. In the last 20 to 30 years, people have largely thought of government as a distant organization that will take care of issues. Anyone following the news can see that model is not sustainable," Johnston said.

Court nears seating jury in Jackson doctor's case (AP)

LOS ANGELES ? A judge and lawyers closed in Friday on seating a jury in the involuntary manslaughter trial of Michael Jackson's personal physician after questioning candidates about their attitudes toward the King of Pop and the doctor charged with causing his death.

Deputy District Attorney David Walgren joked with prospective jurors that the process seemed like "the courtroom version of speed dating, trying to get the most information in a short time."

Superior Court Judge Michael Pastor, determined to move the process quickly, gave each side only 20 minutes to question the first 27 prospects.

He swore in the group, marking the official start of the trial more than two years after Jackson's death in June 2009 at the age of 50. After months of investigation, Murray was charged with involuntary manslaughter in February 2009 and both sides have jockeyed to frame the case in their favor.

Prosecutors contend Murray was negligent in administering to Jackson a lethal dose of the anesthetic propofol and other sedatives in the bedroom of the singer's rented mansion without proper life-saving equipment.

Murray's attorneys have floated theories that the singer may have given himself the fatal dosage and say the Houston-based cardiologist did not give the singer anything that should have killed him.

Murray has pleaded not guilty to involuntary manslaughter and could face four years in prison and loss of his medical license if convicted.

As might be expected, the personality and life of the late singer dominated much of the jury questioning.

"Part of this trial is going to be about Michael Jackson," said defense attorney Ed Chernoff . "We're not going to drag up stuff that happened that people may not want to hear about."

But he immediately asked panelists how they remembered Jackson.

One woman said, "as a child with the Jackson Five."

He then asked if she felt that Jackson was childlike in adulthood. She answered no. He asked the entire panel if they saw Jackson as so childlike that he might not be able to make responsible decisions.

"Does anybody here believe Michael Jackson was less capable of making decisions than anybody else?" Chernoff said.

Jurors shook their heads no.

"Does anybody feel Michael Jackson should be held to a different standard of responsibility?" the lawyer asked.

Again, jurors indicated negatively.

During his questioning, prosecutor Walgren framed the issue differently. He wanted to know if a "victim" in a hypothetical car accident could be held partially responsible for his own death if he walked in front of a driver who was running red lights and driving recklessly.

The defense objected to the term "victim," and Walgren changed it to "alleged victim."

He was probing whether panelists might hold Jackson partially responsible for his own demise and thus absolve Murray of responsibility. None said they would.

Bailiffs marched 84 potential jurors into the courtroom, but 10 were quickly dismissed because they said they could no longer serve on such a long case.

Each side used eight of their 10 allotted peremptory challenges before the lunch break and were questioning more prospects.

The internet and the web has improved the efficiency of the recruitment and hiring process allowing you to research companies and industries and increase your access to job openings. E-mail has widened your networking reach and possible interaction with potential employers. However, to get maximum benefit from these tools, you need to use them effectively.

Job Hunting Research

Job vacancies posted on the web and online newspaper job ads can provide you with quick access to a full range of available positions. The internet also allows you to research and find information about a company?s career opportunities along with their products, locations and services. In addition, your internet research can help you sort out employers that need your job skills. You can study their economic history, statements by management and the background of key management officials.

You can ?google? a general search on the company name and the names of the employer?s top management. You?ll now have all the information on issues the business has been dealing with. This will allow you to draft a focused cover letter to accompany your e-resume. Further, you?ll be well along in preparation for your first interview.

To get your e-resume to stand out, here?s a tip that many overlook. Due to the huge volume of e-resumes and online applications many employers scan and analyze the documents with software that looks for key words in the application and resume. Before you complete the online application or send in your e-resume examine the job announcement. For example, if in the job announcement the two main requirements for the position are ?leadership skills,? and ?team building experience,? be sure to redraft the resume and application to reflect these skills. If possible use the terms several times if appropriate. This means that your e-resume and application will score higher on the initial screening and is more likely to now be reviewed by a real person.

Format of the submission is important. Submit your materials as plain text (ASCII) or in rich format in the body of the email attachment as well as your attachment.

Job Hunting Cover Letter

Just because you?re providing your resume online doesn?t eliminate the need for a well-written cover letter. The cover letter can leverage your online research of the employer and direct their attention to the important elements of the resume that address the job needs of the employer. Keep the cover letter to one page. Your goal is to motivate the employer to learn more of your skills and abilities. So in the cover letter emphasize results and achievements.

It should be pointed out that the documents should be free of careless errors like spelling or grammatical mistakes. Read the letter out loud to yourself. Does it flow and is it smooth. If possible have someone else review both the resume and cover letter. Here again you can use the internet to email both to someone for their input.

With the ease of communicating with email many job hunters forget the personal touch. And in the phone call follow-up many phone calls get forwarded to a voice message system. Plan what you are going to say in the voice message. Write it out but don?t memorize or read the message. Make it natural but to the point.

Finally, the internet and the web are valuable tools to use in your job search. You still have to get the basics right, but technology has expanded your reach and your ability to find the exact job that fits your skills and career plan.

Unfinished Business - You're the Boss

On paper, business is about marketing, management and finance. In reality, it is also about relationships: the good, the bad and the ugly.

If your business is growing, you are always adding employees. Some work out great, some work out O.K., some don?t work out at all. And some end in disaster. Those are the ones who can stick with you for a very long time. Among the hundreds of employees I?ve had over the years, there is only one that I have consistently avoided thinking about or talking about. And it?s not the one that you might suspect. It?s not the thief, the embezzler, the liar or the sexual harasser. It?s not the one that was laziest, most careless or most irresponsible.

In those categories, I have become numb. Or just experienced. I have learned that if you hire enough people, on your way to hiring a great staff, you are eventually going to go through all of those types. And I have learned not to take things personally (usually). If people steal, it?s because they wanted money. They were not necessarily out to get you. And even if they were out to get you, it comes with the territory. You are the boss. There?s something different about being the boss. To some people, it?s almost as if you aren?t really human. Anything goes.

But as I said, one person has stuck with me all of these years. About 10 years to be exact. I almost never talk about him; I can barely stand to think about him. It is not that he was the worst employee I ever had. He wasn?t. It wasn?t that he caused me the most grief. He didn?t. It isn?t that I am mad at him. I?m not. Actually, I have been mad at myself ? or embarrassed with myself ? for getting into a situation that ended badly. He probably only worked for me for six months. Like me, his father owned a picture-frame shop, and we both thought we could use the Internet to revolutionize the way custom frame shops advertise nationally. Like FTD. I hired him to start a new business. He seemed passionate and committed. To some extent, he reminded me of me.

Starting a new business can be intoxicating, and he became the entrepreneurial version of a drinking buddy. I treated him like my own. Of course, as I?ve written before, passion does not conquer all. The fact is, the guy was in his mid-20s, and I should not have expected him to spearhead this venture. I gave him enough rope to hang himself ? not the only time I?ve made this mistake ? and that?s exactly what he did. He was a kid, perhaps even a confused kid.

Things started happening. He was careless. He didn?t treat people well. We went to a national trade show, and he acted like a 14-year-old. I realized that he had to go. From what I remember, there was no ugly screaming (maybe a little). It was more like a sad divorce where the parties just go their separate ways. The business failed, through no fault of his. What seemed like a good idea wasn?t. If you look at my bio, you will see that I own five businesses. I have started 10. Failure is my friend. I have learned more from failure than I have from success.

So why am I thinking about this now? It?s not because I?ve been torturing myself. I?ve gotten better about that. I?ve made enough mistakes that indulging regret could be a full-time job. The reason I?m thinking about this is an e-mail ? an e-mail I just got from this kid I hadn?t heard from in 10 years. He told me he was doing well, had gotten married and had a good job. He made clear that he expected nothing in return, not even a reply. He has been reading this blog, and he decided that he needed to send me an apology and an explanation. He wrote, in part: ?I?m sure that you are less interested in how I?m doing than as to why I would feel compelled to write you all these years later. The answer is simple: I owe you. I owe you a more mature, more sincere apology. ? I treated your employees and family disrespectfully. I was not ready for the gifts you gave me, the company credit card or the business that I proposed we create together. I was overwhelmed by the sudden acceptance and trust you gave to me and rather than build upon it, I acted to destroy it.?

At first, I thought that he must be in one of the 12-step recovery programs that send people back to apologize to everyone they have wronged. But I don?t think that is the case. And this wasn?t just any e-mail. It was a well written, eloquent, gut-wrenching e-mail. Clearly, this had been bothering him. Two of the sentences really hit a nerve: ?You were not a fool. I was an ?? ? he used another word for jerk. ?I?m sorry, Jay. I?m so, so sorry to this very day.? It?s not so much that I needed him to tell me that I wasn?t a fool ? I was a fool. But his acknowledging that he had been a jerk and that he felt bad about it made a difference to me. It made me feel better.

As a matter of fact, I feel a lot better. I now realize that just because you try and fail with someone doesn?t mean you are a fool. It means you are a boss. There doesn?t have to be guilt, regret or any of the other things that human beings have to suffer. You can just move on and try to do better. In the last 10 years, I have also recognized that I?m an entrepreneuraholic. Now, I?m a recovering entrepreneuraholic. I no longer have to start every business I think of (I write for this blog instead).

So, to answer your question, I did reply to his e-mail. I thanked him, and I gave him a full pardon. He has grown up. And so have I. The fact is, he redeemed both of us.

Am I the only one who has had this kind of unfinished business?

Greenstart, a San Francisco green technology start-up accelerator created by three entrepreneurs with backgrounds in automotive advertising, pulled the sheets off its first round of investments on Tuesday afternoon.

The four start-ups in the freshman class will each receive $25,000 to $100,000 in direct investment, as well as mentoring, work space and networking opportunities through the three-month accelerator program. Every one of them, the Greenstart founders hope, will generate revenue within a year, a short time frame by virtually any small-business standard, let alone capital-intensive energy ventures.

Greenstart itself is hardly leaping off the line. In May, Mr. Lowe told Wheels that Greenstart intended to provide seed financing for an initial class of 10 companies. The four companies announced today were selected from a pool of 129 applications, about half of which Mr. Lowe and his partners considered ?really high quality.?

For 25 semifinalists, Greenstart sought feedback from venture capitalists and potential customers. ?Four kept getting great feedback,? Mr. Lowe said. He and two partners began Greenstart, which is modeled after Web start-up accelerators like TechStars and Y Combinator, with the notion that there was a dearth of seed-stage financing for green technology companies. ?We thought most of the entrepreneurs would have a great idea but hadn?t done much,? he said.

That wasn?t the case. ?Most applicants were beyond the idea stage,? Mr. Lowe said. ?A lot of people have been bootstrapping for a year or two. We found the seed stage was a much bigger problem than we thought.?

Lono, based in South Bend, Fla., has been developing its electronically controlled window film for more than four years. Tenrehte, ?ethernet,? spelled backwards, unveiled its Wi-Fi-enabled smart plug, the Picowatt, in 2009. The founder of San Francisco-based Sylvatex has been developing the start-up?s microemulsion fuel additive for biodiesel and diesel over the last five years, initially in collaboration with her father, who died in late 2008.

As for Wa.tt, ?It?s at the classic idea stage: some really smart people sketching on the back of a napkin,? said Mr. Lowe. The idea is to create a kind of Mint.com for energy costs ? a Web site that can extract data from utility bills to display an easy-to-read portfolio and simple ways to save money.

Greenstart has recruited 35 mentors, who Mr. Lowe said would ?wander in an out? of the company?s new downtown San Francisco headquarters, lead workshops and help the Greenstart companies connect with potential investors and customers.

Among the mentors are a few auto industry veterans, including Steve Wilhite, the former Hyundai North America executive and creator of the ?Drivers Wanted? campaign for Volkswagen, and William J. Young, the former chief executive of Volkswagen of America. There are also executives from the area of electric vehicle entrepreneurship, including Marc Tarpenning, co-founder of Tesla Motors, and Edward West, the co-founder and former president of electric motorcycle startup Mission Motors.

In exchange for the Greenstart financing and mentorship, the start-ups will each give a 3 to 15 percent common-stock stake to Greenstart, rather than the maximum 10 percent stake that Greenstart initially expected. But the investments are also bigger than anticipated. Greenstart previously planned to provide $25,000 in capital for each company. Now it?s providing up to $100,000. The program still ends with a ?pitch day,? when companies are expected to present their products and services to prospective investors.

?We want to help them get a much bigger check,? Mr. Lowe said.

Report: Navigator in fatal Russian crash drunk (AP)

MOSCOW ? The navigator of a passenger airliner that crashed in June killing 47 people was drunk, one of several contributing factors in the disaster, Russia's Interstate Aviation Committee said Monday.

The Tu-134 jet belonging to the airline RusAir slammed into a highway just minutes before it was to land June 20 at Petrozavodsk airport in northwest Russia. Five people survived.

The committee said there appeared to be a number of factors in the crash.

First, it occurred in heavy fog. The investigation also showed that the crew could not see the runway's ground lights, but did not decide to turn away and make another attempt at landing, the committee said on its website. The plane hit nearby trees before crashing.

The report said cooperation among the crew during the landing attempt was poor, with the pilot subordinating himself to the navigator and the co-pilot effectively excluded from decisions.

Some models of the Tu-134, such as the 31-year-old one that crashed, have a navigator position in the glass-covered nose of the plane. The crashed plane also was crewed by a pilot, a co-pilot and a flight engineer, the committee said.

"The use during the flight of a navigator in a light level of alcoholic intoxication," contributed to the crash, said the committee, which oversees civil aviation in Russia and several other former Soviet republics.

On Sunday, state television channel Rossiya said experts believe the navigator, who was among those killed in the crash, had consumed about a glass of vodka shortly before the flight took off from Moscow.

Russia and other former Soviet republics have had poor air safety records in recent years. Industry experts say the air disasters are rooted not simply in flying older planes, but in a myriad of other problems, including poor crew training, crumbling airports, lax government controls and widespread neglect of safety in the pursuit of profits.

The Sept. 7 plane crash near Yaroslavl that killed 37 players, coaches and officials of a top Russian ice hockey team drew new attention to Russia's poor air safety.

President Dmitry Medvedev responded to the Sept. 7 crash by ordering officials to shut most of the nation's 130 carriers, saying small airlines tend to cut corners on safety. He also said the government may end attempts to bail out struggling national aircraft makers and buy more foreign planes.

"The value of human life must prevail over all other considerations, such as support for local producers," Medvedev said.
