Biden Praises Storm Relief Effort, Says It'll Take a 'Herculean Effort'

COLUMBUS, Ohio - On a day when the Democratic ticket held no campaign events due to Hurricane Sandy, Vice President Joe Biden lauded the storm relief efforts across the country and said it's going to take a "Herculean effort" to deal with flooding and restore electricity to areas that lost power.

"The key is, as cold as it's here, it's cold as hell some of these places where people don't have any energy, don't have any electricity, and it's going to take a Herculean effort," Biden told reporters on the tarmac before taking off for Columbus this afternoon.

Biden, who spent the morning via teleconference on a FEMA briefing and a call to governors with President Obama, praised the work of FEMA, saying the agency has done "one hell of a job," and the vice president touted the bipartisan work of officials across the country.

"I think FEMA's doing an incredible job," he said. "It has pre-positioned resources. The governors are all cooperating with one another. The mayors are cooperating. I've never in all my experience seen as much cooperation and acknowledgement of that cooperation from city, state and federal levels, so it's working like it's supposed to and I'm really proud of our team.

"I'm also proud of the way the governors have all stepped up with the mayors. Hearing the mayor of Philadelphia and the governor of Pennsylvania, two different parties, talking about the cooperation. Governor Christie [Chris Christie of New Jersey] talking about the cooperation as with the mayor of Newark," he said.

Obama cancelled all his campaign event appearances Monday through Wednesday to monitor and respond to the storm in Washington, D.C.

"I've never seen a guy so focused," Biden said of the resident. "The last conversation we had he said to the governors - he said, 'Look folks, I'm up late at night. If you don't get immediate response from my folks, call me, here's my number.' So this is a hands-on deal right now to get everything done."

Biden is scheduled to resume campaigning in Florida Wednesday with stops in Sarasota and Ocala. Upon arriving in Florida this evening, Biden stopped by a campaign field office in Sarasota to greet volunteers, and he commented on how different it must be for Floridians, who experience hurricanes more frequently than other parts of the country, to see such a large storm affecting the Northeast.

"It must be strange for you Floridians to see a hurricane up north," Biden said as supporters laughed.

Thomson Reuters investigates foreign exchange client

(Reuters) - Thomson Reuters Corp is investigating whether one of its currency trading customers gained an unfair advantage when making high speed foreign exchange trades on its platform.

Lucid Markets, a privately held electronic trading firm registered in Great Britain, may have benefited from trades using several connections on the Thomson Reuters Matching platform.

"As the operator of one of the largest FX dealing communities, providing a level and fair playing field for the community is paramount," said a Thomson Reuters spokeswoman.

The spokeswoman confirmed that an investigation was initiated when Thomson Reuters became aware of the issue, saying, "Thomson Reuters takes any accusations seriously and uses all the tools at its disposal to enforce its rules." She declined to provide further details as the investigation has not yet concluded.

Dierk Reuter, a founding partner at Lucid Markets in London who has no other known association with Thomson Reuters, said his firm is collaborating with Thomson Reuters on the probe. "We believe that we have been in compliance with Thomson Reuters instructions at all times," he said.

Clients are allowed two connections: one for trading and another as a backup.

A spokesperson for Lucid Markets in New York said the company is "still currently connected and trading through Thomson Reuters."

The investigation was first reported on Wednesday by Dow Jones, which competes with Thomson Reuters.

Wall Street falls after tepid earnings and steady Fed

NEW YORK (Reuters) - U.S. stocks ended lower for a second day on Wednesday, as investors soured on another round of underwhelming corporate results and the Federal Reserve said it would stick to its stimulus plan until the job market improves.

The S&P 500 has lost 3.6 percent over the past five sessions, hurt by weak earnings outlooks and top-line revenue misses from large multinational companies. The index is now down 3.9 percent from its closing high of 1,465.77 set on September 14.

Boeing bucked the trend with a more optimistic outlook, but it could not break away from the rest of the market as it was pulled into negative territory in the afternoon. Shares of the defense and aerospace company, a Dow component, fell 0.2 percent to $72.71.

The Fed, in its latest policy statement, said it would keep buying $40 billion in mortgage-backed debt per month to keep interest rates low until the job picture gets better.

"Unemployment is staying where it is, new jobs are minimal, and the Fed is staying defensive," said Allan Flader, financial advisor at RBC Wealth Management, in Phoenix. "I would be surprised if they went to a neutral stance any time soon. You need to see more credible increases in employment, and it's just not happening yet."

On September 13, the Fed unveiled a third round of economic stimulus, or quantitative easing, known as QE3.

The Dow Jones industrial average shed 25.19 points, or 0.19 percent, to close at 13,077.34. The Standard & Poor's 500 Index dropped 4.36 points, or 0.31 percent, to 1,408.75. The Nasdaq Composite Index slipped 8.77 points, or 0.29 percent, to end at 2,981.70.

After the close, shares of Best Buy Co slid 6.9 percent to $15.75 after the No. 1 U.S. electronics chain warned that its fiscal third-quarter earnings and same-store sales would fall. Best Buy closed the regular session at $16.92, up 0.3 percent.

But shares of online game maker Zynga jumped 12.7 percent to $2.40 after the bell after the company raised the lower end of its 2012 earnings outlook. In regular trading, Zynga fell 3.2 percent to close at $2.13.

During the regular session, Facebook Inc shares soared 19.1 percent to $23.23 a day after the social networking company's quarterly results showed a surprising surge in mobile advertising revenue.

Shares of Apple , scheduled to report after Thursday's close, rose 0.6 percent to $616.83.

The day's other gainers included Dow Chemical Co , the largest U.S. chemical maker, which said late on Tuesday it would cut 5 percent of its work force and shut 20 plants to counter a slowing global economy. Its stock jumped 4.7 percent to $29.88.

On the down side, shares of movie rental company Netflix tumbled 11.9 percent to $60.12 after it cut its subscriber forecast, and shares of data-storage equipment maker EMC Corp fell 0.9 percent to $24.46 after it cut its full-year outlook.

Eli Lilly and Co and Bristol-Myers Squibb Co posted lower-than-expected profit and their shares fell. Eli Lilly shares tumbled 2.7 percent to $50.50. Shares of Bristol-Myers slipped 0.6 percent to $33.05.

With results in from 186 of the S&P 500 companies, 59.1 percent have reported earnings above analysts' expectations, below the 62 percent long-term average, according to Thomson Reuters data.

For revenue, just 38.2 percent of companies have beaten analysts' expectations, while 61.8 percent have fallen short. In a typical quarter, 62 percent of companies beat estimates.

Homebuilders' stocks ranked among the session's best performers. An index of housing stocks shot up 0.7 percent. Shares of PulteGroup , one of the largest U.S. homebuilders, gained 0.8 percent to $17.45.

Sales of new U.S. single-family homes jumped 5.7 percent in September to the highest level in nearly 2-1/2 years, offering more evidence that the housing market's recovery is improving.

Volume was roughly 6.2 billion shares traded on the New York Stock Exchange, the Nasdaq and the NYSE MKT, compared with the year-to-date average daily closing volume of 6.51 billion.

Decliners outnumbered advancers on the NYSE by a ratio of about 16 to 13. On the Nasdaq, about 14 stocks fell for every 11 that rose.

(AP) ? Russell Means, a former American Indian Movement activist who helped lead the 1973 uprising at Wounded Knee, reveled in stirring up attention and appeared in several Hollywood films, has died. He was 72.

Means died early Monday at his ranch in in Porcupine, S.D., Oglala Sioux Tribe spokeswoman Donna Salomon said.

Means, a Wanblee native who grew up in the San Francisco area, announced in August 2011 that he had developed inoperable throat cancer. He told The Associated Press he was forgoing mainstream medical treatments in favor of traditional American Indian remedies and alternative treatments away from his home on the Pine Ridge Indian Reservation.

Means was an early leader of AIM and led its armed occupation of the South Dakota town of Wounded Knee, a 71-day siege that included several gunbattles with federal officers. He often was embroiled in controversy, partly because of AIM's alleged involvement in the 1975 slaying of Annie Mae Aquash. But Means also was known for his role in the movie "The Last of the Mohicans" and had run unsuccessfully for the Libertarian nomination for president in 1988.

AIM was founded in the late 1960s to protest the U.S. government's treatment of Native Americans and demand the government honor its treaties with Indian tribes. Means told the AP in 2011 that before AIM, there had been no advocate on a national or international scale for American Indians, and that Native Americans were ashamed of their heritage.

"No one except Hollywood stars and very rich Texans wore Indian jewelry," Means said. "And there was a plethora of dozens if not hundreds of athletic teams that in essence were insulting us, from grade schools to college. That's all changed."

The movement eventually faded away, the result of Native Americans becoming self-aware and self-determined, Means said.

Paul DeMain, publisher of Indian Country Today, said there were plenty of Indian activists before AIM but that the group became the "radical media gorilla."

"If someone needed help, you called on the American Indian Movement and they showed up and caused all kind of ruckus and looked beautiful on a 20-minute clip on TV that night," DeMain said.

Means said he felt his most important accomplishment was the founding of the Republic of Lakotah and the "re-establishment of our freedom to be responsible" as a sovereign nation inside the borders of the United States. His efforts to have his proposed country recognized by the international community continued at the United Nations, he said, even as it was ignored by tribal governments closer to home, including his own Oglala Sioux Tribe.

But others may remember him for his former organization's connection to Aquash's slaying. Her death remains synonymous with AIM and its often-violent clashes with federal agents in the 1970s.

Authorities believe three AIM members shot and killed Aquash on the Pine Ridge reservation on the orders of someone in AIM's leadership because they suspected she was an FBI informant. Two activists ? Arlo Looking Cloud and John Graham ? both were eventually convicted of murder. The third never has been charged.

Means blamed Vernon Bellecourt, another AIM leader, for ordering Aquash's killing. Bellecourt denied the allegations in a 2004 interview, four years before he died.

DeMain, an Indian journalist who researched the case, said AIM's leaders know who ordered Aquash's killing but have covered up the truth for decades.

Also in 1975, murder charges were filed against Means and Dick Marshall, an AIM member, in the shooting death of Martin Montileaux of Kyle at the Longbranch Saloon in Scenic. Marshall served 24 years in prison. Means was acquitted.

In addition to his presidential bid, Means also briefly served as a vice presidential candidate in 1984, joining the Larry Flynt ticket during the Hustler magazine publisher's unsuccessful bid for the Republican nomination.

But Means always considered himself a Libertarian and couldn't believe that anyone would want to call themselves either a Republican or a Democrat.

"It's just unconscionable that America has become so stupid," he said.

His acting career began in 1992 when he portrayed Chingachgook alongside Daniel Day-Lewis' Hawkeye in "The Last of the Mohicans." He also appeared in the 1994 film "Natural Born Killers," voiced Chief Powhatan in the 1995 animated film "Pocahontas" and guest starred in 2004 on the HBO series "Curb Your Enthusiasm."

Means recounted his life in the book "Where White Men Fear to Tread." He said he pulled no punches in his autobiography, admitting to his frailties and evils but also acknowledging his successes.

"I tell the truth, and I expose myself as a weak, misguided, misdirected, dysfunctional human being I used to be," he said.

Means death came a day after former U.S. Sen. George McGovern died in Sioux Falls at the age of 90. McGovern had traveled to Wounded Knee with U.S. Sen. James Abourezk during the 71-day takeover to try to negotiate an end.

"I've lost two good friends in a matter of two to three days," Abourezk said Monday morning. "I don't pretend to understand it."
