The Big East landscape is about to change in a big way, and it will be interesting to see which team can rise to the top. This is an opportunity for the UConn football program. Can they take advantage?

Paul Pasqualoni certainly wasn?t happy with a 5-7 record in his first year at Connecticut. The losing record ended a string of four straight seasons with a bowl appearance for the Huskies. The team was close, but it just couldn?t finish the deal in 2011. The Huskies lost four games by a touchdown or less. They?ll need to execute better down the stretch this season.

Team Strengths:

Running back is definitely an area of strength for UConn. Lyle McCombs is only 5?8, but he averaged 95.92 yards per game on the ground in 2011, which was second best in the conference. McCombs did all of that in his freshman season, so expectations are high for him this year. There isn?t a lot of depth behind him, so the Huskies need McCombs to stay healthy.

The front seven on defense should be strong once again this year for the Huskies. Trevardo Williams is one of the best pass-rushers in the nation, and I expect him to wreak havoc on many opposing teams this year. Team Weaknesses:

A few years ago the strength of this Huskies offense was their offensive line, but now it is their single biggest concern heading into 2012. Two of their top players graduated, and three more suffered injuries in the offseason. The line is going to be extremely short on experience, and that could be a major problem all season long.

The quarterback competition is on once again in Connecticut this year. Johnny McEntee was the man last year, but don?t be surprised if junior college transfer Chandler Whitmer ends up under center. No matter who is the starting quarterback for UConn, there are lots of question marks moving forward.

2012-2013 UConn Huskies Football Prediction: 5-7

This is a case where the Huskies will likely be a much better team than last year, but they might not end up having anything to show for it. They travel to Rutgers, USF, and Louisville inside the Big East. The offensive line will be a major problem this year, and the defensive line won?t be as dominate as it was in 2011. There will be some progress here, but it likely won?t show up in the standings just yet. I?ll take the Huskies to finish just below .500 once again.

Diplomats press Assad, top Syrian general defects

PARIS (AP) ? The United States and its international partners called Friday for global sanctions against Bashar Assad's regime, seeking to step up the pressure after the defection of a top general dealt a blow to the Syrian leader. Washington urged countries around the world to pressure Russia and China into forcing Assad to leave power.

A Western official told The Associated Press that Syrian Brig. Gen. Manaf Tlass had abandoned Assad's regime. Tlass was a member of the elite Republican Guards and a son of a former defense minister. The official wasn't authorized to divulge the information and spoke on condition of anonymity.

Tlass' whereabouts are unclear. The Britain-based Syrian Observatory for Human Rights and other opposition websites claimed he had fled to Turkey. It is arguably the highest profile departure from the Assad regime in 16 months of brutal government crackdowns and civil war.

In Paris, Secretary of State Hillary Rodham Clinton joined senior officials from about 100 other countries to win wider support for a Syrian transition plan unveiled last week by U.N. mediator Kofi Annan. Joined by America's allies, she called for "real and immediate consequences for non-compliance, including sanctions," against the Assad regime.

But with neither Moscow nor Beijing in attendance, much remained dependent on persuading the two reluctant U.N. veto-wielding powers to force Assad into abiding by a cease-fire and the transition strategy. Clinton urged governments around the world to direct their pressure toward Russia and China, as well.

"What can every nation and group represented here do?" Clinton asked. "I ask you to reach out to Russia and China, and to not only urge but demand that they get off the sidelines and begin to support the legitimate aspirations of the Syrian people."

"I don't think Russia and China believe they are paying any price at all ? nothing at all ? for standing up on behalf of the Assad regime," she added. "The only way that will change is if every nation represented here directly and urgently makes it clear that Russia and China will pay a price. Because they are holding up progress, blockading it. That is no longer tolerable."

Frustrated by the difficult international diplomacy, Syria's fractured and frustrated opposition is seeking quick military actions instead.

"We're sick of meetings and deadlines. We want action on the ground," said activist Osama Kayal in the northern city of Khan Sheikhoun, which has been under Syrian army fire for days. He spoke via Skype from a nearby village.

Hassan Hashimi, general secretary of the opposition Syrian National Council, said he hoped to see a "tough stand" by diplomats, and a no-fly zone to prevent military forces "flying over defected soldiers and civilians and bombarding them."

But military intervention is not on the immediate horizon. U.S. officials say they are focusing on economic pressure, and the Obama administration says it won't intervene militarily or provide weapons to the Syrian rebels for what it considers to be an already too-militarized conflict. Any international mandate for military intervention would almost certainly be blocked by Russia and Moscow in the U.N. Security Council.

U.S. officials say a U.N. resolution could be introduced next week, but one that only seeks further economic pressure on Assad's government. Even the chances for that action are unclear, with Russia and China effectively watering down Annan's blueprint for transition at a conference in Geneva last weekend. It granted Assad veto over any interim government candidate he opposes. The opposition gained the same power.

Activists say more than 14,000 people have been killed since the revolt began.

Tlass was probably the most important Sunni figure in Syria's Alawite-dominated regime.

As the son of longtime Defense Minister Mustafa Tlass, the younger Tlass was a member of the Syrian Baath Party aristocracy, part of a privileged class that flourished under the Assad dynasty.

His father and Assad's father, Hafez, had been intimate friends since their days in the Syrian military academy in Homs and became close after they were posted in Cairo in the late 1950s when Egypt and Syria merged into the United Arab Republic ? a union that lasted three years. After Hafez Assad rose to power in the early 1970s, Mustafa Tlass became defense minister and the Syrian president's most trusted lieutenant.

When Hafez died of a heart attack in 2000, Tlass helped engineer Bashar's succession to the presidency and guided the inexperienced young doctor. Tlass was the chief figure in a coterie of old regime figures that critics blamed for reining in moves to liberalize the Syrian regime.

Dynegy files for bankruptcy protection

(AP) ? Dynegy Inc. said Friday that it has filed for bankruptcy protection as part of a plan to reorganize after years of wrestling with falling electricity prices.

The Houston power company, which operates and sells electricity on the open market, said the Chapter 11 filing won't affect its primary assets. Dynegy's coal and natural gas-fired power plants are owned by separate subsidiaries that aren't part of the bankruptcy filing.

"They will continue to operate their businesses in the ordinary course," the company said.

Friday's filing is part of an ongoing plan to manage its debts that surpassed $5 billion last year. One of its subsidiaries, Dynegy Holdings, filed for bankruptcy protection in November.

Its reorganization plan, which calls for paying creditors between 59 cents and 89 cents on the dollar in cash and equity, was cleared on Thursday by a federal bankruptcy court in Poughkeepsie, N.Y.

Dynegy Inc., the parent, now plans to merge with Dynegy Holdings to remove a layer of the corporate structure and keep its assets under one holding company. The company said that it's necessary for Dynegy Inc. to file for bankruptcy protection to make the merger happen.

The company continues to struggle with declining power prices. It reported a first-quarter loss of $58 million, even after cutting out losses from Dynegy Holdings.

Its shares have plunged by 91 percent in the past 12 months.

MELBOURNE, FLA.Climate change drove coral reefs to a total ecosystem collapse lasting thousands of years, according to a paper published this week in Science. The paper shows how natural climatic shifts stopped reef growth in the eastern Pacific for 2,500 years. The reef shutdown, which began 4,000 years ago, corresponds to a period of dramatic swings in the El NioSouthern Oscillation (ENSO). "As humans continue to pump greenhouse gases into the atmosphere, the climate is once again on the threshold of a new regime, with dire consequences for reef ecosystems unless we get control of climate change," said coauthor Richard Aronson, a biology professor at Florida Institute of Technology.

Doctoral student Lauren Toth and Aronson, her adviser at Florida Tech, led the study of how past episodes of climate change influenced tropical reefs of the eastern Pacific. Toth, Aronson and a multi-institutional research team drove 17-foot, small-bore aluminum pipes deep into the dead frameworks of coral reefs along the Pacific coast of Panama and pulled out cross-sections of the reefs. By analyzing the corals in the cores, they were able to reconstruct the history of the reefs over the past 6,000 years.

"We were shocked to find that 2,500 years of reef growth were missing from the frameworks," said Toth. "That gap represents the collapse of reef ecosystems for 40 percent of their total history." When Toth and Aronson examined reef records from other studies across the Pacific, they discovered the same gap in reefs as far away as Australia and Japan.

Toth linked the coral-reef collapse to changes in ENSO. ENSO is the climate cycle responsible for the weather conditions every few years known as El Nio and La Nia events. The timing of the shutdown in reef growth corresponds to a period of wild swings in ENSO. "Coral reefs are resilient ecosystems," said Toth. "For Pacific reefs to have collapsed for such a long time and over such a large geographic scale, they must have experienced a major climatic disturbance. That disturbance was an intensified ENSO regime."

Scenarios of climate change for the coming century echo the climate patterns that collapsed reefs in the eastern Pacific 4,000 years ago. The reefs off Panama are on the verge of another collapse. "Climate change could again destroy coral-reef ecosystems, but this time the root cause would be the human assault on the environment and the collapse could be longer-lasting," said Aronson. "Local issues like pollution and overfishing are major destructive forces and they need to be stopped, but they are trumped by climate change, which right now is the greatest threat to coral reefs."

Toth noted more hopefully that reefs have proven resilient in the past, so the potential for recovery should be good if climate change can be mitigated or reversed.

What's a Friday morning without the reappearance of a trusty old rumor?

According to the folks at Bloomberg,?"two people with knowledge of the matter said" that Amazon is developing a smartphone.

The online retailer is supposedly working with?manufacturer?Foxconn ? who, you may recall, also has an extensive?relationship with Apple ? on the device. Bloomberg's anonymous sources add that Amazon is "acquiring patents that cover wireless technology and would help it defend against allegations of infringement."?(A wise move, considering the drama between Apple and Samsung.)

We've reached out to Amazon for comment, but in the meantime we're taking the whole thing with a pinch of salt or two?? just?as we did when the topic was discussed last November. At that time, Citigroup analysts Mark Mahaney and Kevin Chang cited "supply chain channel checks" in their explanation of Amazon's plans. Even back then. Foxconn's name was thrown around?? though?it was acknowledged that another manufacturer could be considered.

Considering that Amazon's own tablets have been selling relatively well,?it wouldn't be a huge shock if the company gave smartphone hardware a shot, too, especially since it would further the retailer's goal of selling lots and lots of mobile?apps.?Of course, it'll likely?be a little?while longer?before we find out what's really going on. After all, Mahaney and Chang's initial report claimed that we'd see the mysterious Amazon smartphone sometime in the late fall or early winter of this year.

Sany is clearly booking profits on 100% financed machinery while providing zero transparency on credit risk ?and delinquency . If the GFC has taught the world anything, then 100% ?no money down? vendor finance should ring alarm bells.

An analyst told the International Finance News that Sany?s golden age of development has clearly passed. Recent news of staff cuts, changes to the wage structure and offering zero down payments are perhaps the company?s way of seeking a breakthrough during this challenging period, the analyst said.

After losing market share Sany responded by unlocking GPS?disablement?that are normally?included?in vendor finance deals and removing the 20%?deposit?requirement?on new machinery:

As China slows, its construction equipment makers have been accelerating production ? based on the simple idea that long-term survival can be ensured by getting big, fast. The amount of gear produced by the industry increased by almost 80 per cent between 2008 and last year, when 484,316 units were made, according to data from Bloomberg. This was 13,256 more units than the industry could sell ? in spite of a near doubling in exports to more than 40,000 units.

Even worse, also according to Bloomberg: demand for such equipment in China dropped 56 per cent in the year to April.

Matthew Forney and Stella Zhou, writing in Draganomics? China Economic Quarterly for June, look at Sany and its rivals. They note that industry executives are talking of a ?collapse? and are looking to export their way out of trouble.

All of these companies are reacting to a?substantial?market slowdown by expanding their financing options. XCMG the 3rd largest heavy equipment maker in China sales soared by 44% in 2011 by introducing ?no money down? vendor finance , ?opening four new factories this week?.

All of these companies are buying overseas manufacturers , XCMG is finalising a deal to invest in privately held German machinery manufacturer Schwing?. Sany has just bought ?Putzmeister?Holding GmbH for nearly $500 million?. Meanwhile, Zoolion the company we mentioned in The Looting of China?has??investors increasingly concerned about the machinery manufacturer?s plan of raising huge bank loans of up to 140 billion yuan (US$22.2 billion)?, this seems an?extraordinary?amount of debt to raise for as yet an unstated purpose.

Zoomlion, Sany and XCMG (as well as 30 others are headquartered in Changsha, Hunan where?by 2015 the city?s construction machinery products will account for almost a third of those sold globally, rising from its current 9 percent share. Whose Mayer?Zhang Jianfei, a former director of highways at the Ministry of Transport and World Bank adviser on transportation, said that by the end of the 12th Five-Year Plan (2011-15), total sales in the city?s construction equipment sector will have hit 300 billion yuan ($47 billion) . who with that heavy?machinery?available?built one of those ghost cities you keep hearing about (if you follow this?Google?map link you can explore the scale of these cities for yourself)?

This is economic madness on a scale never before seen in history and it wont end well for anyone.

UK court: Mulcaire must reveal phone hacking names

(AP) ? Britain's Supreme Court says a private investigator must reveal who ordered him to hack mobile phone voice mails on behalf of a tabloid newspaper.

Glenn Mulcaire was jailed briefly in 2007 for eavesdropping on the phone messages of royal aides on behalf of the now-defunct News of the World.

Actor Steve Coogan is suing Mulcaire and Rupert Murdoch's News International after being told his phones had been hacked and wants Mulcaire to provide evidence for his case. News of the World was part of Murdoch's media empire.

Mulcaire attempted to refuse under laws that prevent self-incrimination, but the country's highest court ruled Wednesday that he must hand over the information.

NPRMNotice of Proposed Rulemaking

The Coast Guard is issuing this temporary final rule without prior notice and opportunity to comment pursuant to authority under section 4(a) of the Administrative Procedure Act (APA) (5 U.S.C. 553(b)). This provision authorizes an agency to issue a rule without prior notice and opportunity to comment when the agency for good cause finds that those procedures are ?impracticable, unnecessary, or contrary to the public interest.? Under 5 U.S.C. 553(b)(B), the Coast Guard finds that good cause exists for not publishing a notice of proposed rulemaking (NPRM) with respect to this rule because doing so would be impracticable and contrary to the public interest. The final details for this event were not known to the Coast Guard until there was insufficient time remaining before the event to publish an NPRM. Thus, delaying the effective date of this rule to wait for a comment period to run would be both impracticable and contrary to the public interest because it would inhibit the Coast Guard's ability to protect spectators and vessels from the hazards associated with a maritime fireworks display, which are discussed further below.

Under 5 U.S.C. 553(d)(3), the Coast Guard finds that good cause exists for making this rule effective less than 30 days after publication in the Federal Register. For the same reasons discussed in the preceding paragraph, waiting for 30 day notice period run would be impracticable and contrary to the public interest.

Between 9:30 p.m. and 10:30 p.m. on July 7, 2012, a fireworks display will be held on Lake Erie near Lake View, NY. The Captain of the Port Buffalo has determined that fireworks launched proximate to a gathering of watercraft pose a significant risk to public safety and property. Such hazards include premature and accidental detonations, dangerous projectiles, and falling or burning debris.

With the aforementioned hazards in mind, the Captain of the Port Buffalo has determined that this temporary safety zone is necessary to ensure the safety of spectators and vessels during the Barbara Harder Wedding Fireworks. This zone will be effective and enforced from 9 p.m. until 11 p.m. on July 7, 2012. This zone will encompass all waters of Lake Erie, Lake View, NY within a 560 foot radius of position 42?43?17.8? N and 78?57?54.2? W (NAD 83).

Entry into, transiting, or anchoring within the safety zone is prohibited unless authorized by the Captain of the Port Buffalo or his designated on-scene representative. The Captain of the Port or his designated on-scene representative may be contacted via VHF Channel 16.

We developed this rule after considering numerous statutes and executive orders related to rulemaking. Below we summarize our analyses based on 13 of these statutes or executive orders.

1. Regulatory Planning and Review

This rule is not a significant regulatory action under section 3(f) of Executive Order 12866, Regulatory Planning and Review, as supplemented by Executive Order 13563, Improving Regulation and Regulatory Review, and does not require an assessment of potential costs and benefits under section 6(a)(3) of that Order. Executive Order 12866 or under section 1 of Executive Order 13563. The Office of Management and Budget has not reviewed it under those Orders. It is not ?significant? under the regulatory policies and procedures of the Department of Homeland Security (DHS). We conclude that this rule is not a significant regulatory action because we anticipate that it will have minimal impact on the economy, will not interfere with other agencies, will not adversely alter the budget of any grant or loan recipients, and will not raise any novel legal or policy issues. The safety zone created by this rule will be relatively small and enforced for relatively short time. Also, the safety zone is designed to minimize its impact on navigable waters. Furthermore, the safety zone has been designed to allow vessels to transit around it. Thus, restrictions on vessel movement within that particular area are expected to be minimal. Under certain conditions, moreover, vessels may still transit through the safety zone when permitted by the Captain of the Port.

2. Impact on Small Entities

The Regulatory Flexibility Act of 1980 (RFA), 5 U.S.C. 601-612, as amended, requires federal agencies to consider the potential impact of regulations on small entities during rulemaking. The Coast Guard certifies under 5 U.S.C. 605(b) that this rule will not have a significant economic impact on a substantial number of small entities.

This rule will affect the following entities, some of which might be small entities: The owners or operators of vessels intending to transit or anchor in a portion of the Lake Erie on the evening of July 7, 2012.

This safety zone will not have a significant economic impact on a substantial number of small entities for the following reasons: This safety zone would be activated, and thus subject to enforcement, for only two hours late in the day. Traffic may be allowed to pass through the zone with the permission of the Captain of the Port. The Captain of the Port can be reached via VHF channel 16. Before the activation of the zone, we would issue local Broadcast Notice to Mariners.

3. Assistance for Small Entities

Under section 213(a) of the Small Business Regulatory Enforcement Fairness Act of 1996 (Pub. L. 104-121), we want to assist small entities in understanding this rule. Small businesses may send comments on the actions of Federal employees who enforce, or otherwise determine compliance with, Federal regulations to the Small Business and Agriculture Regulatory Enforcement Ombudsman and the Regional Small Business Regulatory Fairness Boards. The Ombudsman evaluates these actions annually and rates each agency's responsiveness to small business. The Coast Guard will not retaliate against small entities that question or complain about this rule or any policy or action of the Coast Guard.

4. Collection of Information

This rule will not call for a new collection of information under the Paperwork Reduction Act of 1995 (44 U.S.C. 3501-3520).

5. Federalism

A rule has implications for federalism under Executive Order 13132, Federalism, if it has a substantial direct effect on the States, on the relationship between the national government and the States, or on the distribution of power and responsibilities among the various levels of government. We have analyzed this rule under that Order and determined that this rule does not have implications for federalism.

6. Unfunded Mandates Reform Act

The Unfunded Mandates Reform Act of 1995 (2 U.S.C. 1531-1538) requires Federal agencies to assess the effects of their discretionary regulatory actions. In particular, the Act addresses actions that may result in the expenditure by a State, local, or tribal government, in the aggregate, or by the private sector of $100,000,000 (adjusted for inflation) or more in any one year. Though this rule will not result in such an expenditure, we do discuss the effects of this rule elsewhere in this preamble.

7. Taking of Private Property

This rule will not cause a taking of private property or otherwise have taking implications under Executive Order 12630, Governmental Actions and Interference with Constitutionally Protected Property Rights.

8. Civil Justice Reform

This rule meets applicable standards in sections 3(a) and 3(b)(2) of Executive Order 12988, Civil Justice Reform, to minimize litigation, eliminate ambiguity, and reduce burden.

9. Protection of Children

We have analyzed this rule under Executive Order 13045, Protection of Children from Environmental Health Risks and Safety Risks. This rule is not an economically significant rule and does not create an environmental risk to health or risk to safety that may disproportionately affect children.

10. Indian Tribal Governments

This rule does not have tribal implications under Executive Order 13175, Consultation and Coordination with Indian Tribal Governments, because it does not have a substantial direct effect on one or more Indian tribes, on the relationship between the Federal Government and Indian tribes, or on the distribution of power and responsibilities between the Federal Government and Indian tribes.

11. Energy Effects

This action is not a ?significant energy action? under Executive Order 13211, Actions Concerning Regulations That Significantly Affect Energy Supply, Distribution, or Use.

12. Technical Standards

This rule does not use technical standards. Therefore, we did not consider the use of voluntary consensus standards.

13. Environment

We have analyzed this rule under Department of Homeland Security Management Directive 023-01 and Commandant Instruction M16475.lD, which guide the Coast Guard in complying with the National Environmental Policy Act of 1969 (NEPA)(42 U.S.C. 4321-4370f), and have determined that this action is one of a category of actions that do not individually or cumulatively have a significant effect on the human environment. This rule involves the establishment of a safety zone and, therefore it is categorically excluded from further review under paragraph 34(g) of Figure 2-1 of the Commandant Instruction. An environmental analysis checklist supporting this determination and a Categorical Exclusion Determination are available in the docket where indicated under ADDRESSES. We seek any comments or information that may lead to the discovery of a significant environmental impact from this rule.

For the reasons discussed in the preamble, the Coast Guard amends 33 CFR part 165 as follows:

? 165.T09-0568 Safety Zone; Barbara Harder Wedding Fireworks, Lake Erie, Lake View, NY.

(a) Location. The safety zone will encompass all waters of Lake Erie, Lake View, NY within a 560 foot radius of position 42?43?17.8? N and 78?57?54.2? W (NAD 83).

(b) Effective and Enforcement Period. This regulation is effective and will be enforced on July 7, 2012 from 9 p.m. until 11 p.m.

(c) Regulations. (1) In accordance with the general regulations in ? 165.23 of this part, entry into, transiting, or anchoring within this safety zone is prohibited unless authorized by the Captain of the Port Buffalo or his designated on-scene representative.

(2) This safety zone is closed to all vessel traffic, except as may be permitted by the Captain of the Port Buffalo or his designated on-scene representative.

(3) The ?on-scene representative? of the Captain of the Port Buffalo is any Coast Guard commissioned, warrant or petty officer who has been designated by the Captain of the Port Buffalo to act on his behalf.

(4) Vessel operators desiring to enter or operate within the safety zone shall contact the Captain of the Port Buffalo or his on-scene representative to obtain permission to do so. The Captain of the Port Buffalo or his on-scene representative may be contacted via VHF Channel 16. Vessel operators given permission to enter or operate in the safety zone must comply with all directions given to them by the Captain of the Port Buffalo, or his on-scene representative.
