Project Description The EL Fellow based at Mustafa Kemal University will instruct pre-service teachers in the English Language Teaching Department of the Faculty of Education. In addition to language skills courses, the EL Fellow will be asked to give courses in one or more of the following aspects of second/foreign language teaching methodology: English for Specific Purposes, task-based instruction, computer-assisted language learning, curriculum development, teaching English to young learners, and assessment.

The EL Fellow will work with the English teaching staff at Turkish Educational Association (TED) schools to support local English Access Microscholarship Program courses. The EL Fellow will serve as a living resource for the cultural enhancement component of the Access course, appearing as a guest speaker to discuss aspects of American life and culture with students. The EL Fellow will provide pedagogical support to Fulbright English Teaching Assistants working in nearby universities and those in neighboring provinces. The EL Fellow will participate in in-service teacher-training seminars organized throughout the region by the Ministry of National Education, Board of Education.

The English Language (EL) Fellow Program fosters mutual understanding between the people of the United States and those of other countries by sending talented, highly qualified U.S. educators in the field of Teaching English to Speakers of Other Languages (TESOL) on 10-month fellowships to international academic institutions in all regions of the world. The program promotes English language learning and enhances English teaching capacity internationally. Through U.S. embassy projects, Fellows share their expertise, hone their skills, gain international experience, and learn other cultures. Upon returning to the United States, they share their experiences and acquired knowledge with their communities and professional colleagues.


The EL Fellow Program is funded by the U.S. Department of State, Bureau of Educational and Cultural Affairs. Beverly Hills Immigration Law: Advocates Warn of Immigration Scams

Denver resident Javier Hernandez bristles at a recent law firm?s flier, advertising discounted rates to start the process that would allow qualified undocumented immigrants to remain in the U.S. under the Obama administration?s recently announced plan.

?There?s no process yet,? said Hernandez, who as an undocumented immigrant brought to the U.S. as child, is now 23 and likely to qualify for the program.

The government is scheduled to announce guidelines on Aug. 1 that will spell out how to apply, and what documents will be necessary.

Historically, when major changes are made to immigration law, immigration specialists offer to help foreign-born residents adjust their status for a price. This time around is no different.

Signs posted on storefronts in Latino neighborhoods and classified advertisements in Spanish-language newspapers are popping up, urging youths who qualify under President Obama?s Deferred Action immigration policy to apply now. One flier even offers a half-off sale.

But advocates caution anyone against using immigration specialists and notarios, or public notaries, who are neitherr licensed to practice law nor provide legal advice; such services often ask for money upfront to help with an application process to obtain a work permit. These specialists can sometimes charge hundreds or even thousands of dollars to fill out immigration forms.

?No one should be taking money to help you apply at this point, because no process exists yet,? warns United We Dream, a network of immigrant youth organization that advocates for illegal immigrants, on its website.

Laura Lichter, president of the American Immigration Lawyers Association, explained that the first wave of fraud began in the 1980s when notarios targeted immigrants seeking amnesty; more recently, amendments a few years ago to the Legal Immigration Family Equity act sparked some residents to seek help in obtaining a green card.

?Notario fraud is something that?s been consistent,? Lichter warned. ?If it sounds too good to be true, it probably isn?t true.?

Immigration law is only slightly less complicated than tax law, Lichter said, and young people and their families should get more than one opinion from lawyers who have handled immigration cases to ensure that they qualify for the deferment and to be fully informed of the risks involved.

It?s estimated that nearly 800,000 young people who were brought to the U.S. as children and meet certain requirements could benefit from the deferred action.

The requirements seem simple: Applicants must have lived in the U.S. for at least five years; be under the age of 30; and either be honorably discharged from the military or have a high school diploma. An applicant cannot have a criminal background or pose a threat to national security or public safety ? meaning that violent criminals, felons, and repeat immigration offenders will not qualify.

The kind of person who can apply may seem straightforward, but scam artists, among others, are expected to crowd the market.

Last year, the Justice and Homeland Security departments and the Federal Trade Commission began an aggressive campaign to crack down on the unauthorized practice of immigration law. ?This coordinated initiative targets those who prey on immigrant communities by making promises they do not keep and charging for services they are not qualified for provide,? said Tony West, assistant attorney general for the Justice Department's Civil Division, in a statement.

Some youngsters -- many who are savvy in social media, are bilingual, and extremely comfortable with the Internet -- are also fighting back against fraudulent action.

Rosario Castro, 27, who lives in San Francisco?s Mission District, said she reposts false ads on Facebook and tells her friends to call these individuals nonstop for hours on end. The goal is to jam the suspected scammer?s phone lines and diminish chances that a paying client will get through.

?If so many of us call, they have no option but to take down the number,? Castro said during a phone interview. ?You?re ripping off the community.?

Hernandez, who was born in Mexico, said he tells his friends to take pictures of the ads and spread the word on Facebook or Twitter. The law firm he called, he said, has taken down its ad and offered an apology.

The Mexican Embassy has partnered with United We Dream Network to educate Mexican nationals on how to obtain their Mexican passport, birth certificate, or other documents they may need to apply in August, said Juan Carlos Lara-Armienta, who heads the embassy's regional and Latino affairs. It will also hold seminars on how to avoid being victims of fraud, he said.

?No one should be claiming that they are taking claims right now,? Lichter said. ?A good immigration attorney should be able to evaluate and identify the risks of going forward.?

INDIANAPOLIS - The NCAA slammed Penn State for the Jerry Sandusky sex abuse scandal Monday with an unprecedented series of penalties, including a $60 million fine and the loss of all the school's victories from 1998-2011, knocking Joe Paterno from his spot as major college football's winningest coach.

Other sanctions include a four-year ban on postseason games that will prevent Penn State from playing for the Big Ten title, the loss of 20 scholarships per year over four years and five years' probation. The NCAA also said that any current or incoming football players are free to immediately transfer and compete at another school.

NCAA President Mark Emmert announced the staggering sanctions at a news conference in Indianapolis. Though the NCAA stopped short of imposing the "death penalty" - shutting down the Nittany Lions' program completely. But the punishment is so severe, it's more like a slow-death penalty.

Sandusky, a former Penn State defensive coordinator, was found guilty in June of sexually abusing young boys, sometimes on campus. An investigation commissioned by the school and released July 12 found that Paterno, who died in January, and several other top officials at Penn State stayed quiet for years about accusations against Sandusky.

Emmert fast-tracked penalties rather than go through the usual circuitous series of investigations and hearings. The NCAA said the $60 million is equivalent to the annual gross revenue of the football program. The money must be paid into an endowment for external programs preventing child sexual abuse or assisting victims and may not be used to fund such programs at Penn State.

"Football will never again be placed ahead of educating, nurturing and protecting young people," Emmert said.

By vacating 112 Penn State victories over a 14-year period, the sanctions cost Paterno 111 wins. Former Florida State coach Bobby Bowden will now hold the top spot in the NCAA record book with 377. Paterno, who was fired days after Sandusky was charged, will be credited with 298 wins.

The scholarship reductions mean that Penn State's roster will be capped at 65 scholarship players within a couple of seasons. The normal scholarship limit for major college football programs is 85. Playing with 20 less is crippling to a program that tries to compete at the highest level of the sport.

Emmert had earlier said he had "never seen anything as egregious" as the horrific crimes of Sandusky and the cover-up by Paterno and others at the university, including former Penn State President Graham Spanier and athletic director Tim Curley.

The investigation headed by former FBI Director Louis Freeh said that Penn State officials kept what they knew from police and other authorities for years, enabling the abuse to go on.

There had been calls across the nation for Penn State to receive the "death penalty," and Emmert had not ruled out that possibility as late as last week - though Penn State did not fit the criteria for it. That punishment is for teams that commit a major violation while already being sanctioned.

Emmert said the university and the NCAA have signed a consent decree, essentially a pact signing off on the penalties.

"This case is obviously incredibly unprecedented in every aspect of it, as are these actions that we're taking today."

Legal Abuse Syndrome and Foreclosure Fraud | The Niche Report

Look for these symptoms

(TheNicheReport) ? Until a client sent us a clipping today, I had never heard the term ?Legal Abuse Syndrome.? If you look in the Diagnostic and Statistical Manual of Mental Disorders, you won?t find the term. Not Yet. The DSM is the official ?blue book? used by mental health professionals. Whereas many of the CEOs of major banks and lenders probably qualify as sociopaths, we now have a title for those suffering from their heavy-handed tactics.

Dr. Karin Huffer even wrote a book about the disorder entitled, Overcoming the Devastation of Legal Abuse Syndrome. Although I have yet to read her book, I certainly will. In fact, it probably should become required reading for judges and lawyers involved in foreclosure cases.

Here is what Dr. Huffer writes:

?If you are deeply disillusioned and feeling oppressed as an American citizen, resulting from experience with our justice system, you may be suffering from Legal Abuse Syndrome.

If you?ve been a litigant in court and justice was not to be obtained at any price, you may be suffering from Legal Abuse Syndrome.

If you fantasize about an act of vigilante vengeance because it seems like the only resource, you may be suffering from Legal Abuse Syndrome.

If you feel numb, disconnected, and vulnerable,?you may be suffering from Legal Abuse Syndrome.

If you feel that the ?system? will defeat you at every turn and there is nothing you can do about it,?you may be suffering from Legal Abuse Syndrome.?

Sadly, many foreclosure victims exhibit these symptoms. Homeowners who have been battling big banks for 4 and 5 years, always in fear of losing their home. Homeowners who didn?t miss a payment but are in foreclosure because the lender says it didn?t receive their payment. Homeowners who improperly had the locks changed on their home only to be told a day later that they could return.

One lawyer wrote in her book, ?Competent, confident, outgoing entrepreneurs are reduced to ?shell-shocked? paranoia, unable to make the most basic decisions. ?Polite, law-abiding individuals are transformed into raging extremists, after being lulled unsuspectingly in many cases into believing that they will emerge from bankruptcy able to pick up the pieces with a fresh start.?

While the book is not limited to foreclosure cases, those who worry daily about where they will live, and who get put on hold for hours or told for the 42nd time that their loan modification paperwork was not received, are especially prone to suffering from this type of disorder. Foreclosure victims ride an emotional roller coaster, often facing conflicting information and seemingly impossible hurdles to keep their homes. As we have previously noted, some homeowners sadly resort to suicide.

Dr. Heffer claims that Legal Abuse Syndrome is related to Post Traumatic Stress Disorder. We believe her; we see it daily.

Unfortunately many victims and homeowners feel powerless and give up, but homeowners can prevail against big banks.

Less than a decade after the first full human genome was mapped, technology has arrived to decode the full genome of a single sex cell. The ability promises to offer new insight into the causes of infertility, the development of mutations and the diversity of the human genome.

Sperm and egg cells differ from other bodily cells in that they have a single?rather than double?set of chromosomes. Researchers have successfully amplified and sequenced 91 sperm cells from a single individual, a 40-year-old man whose genome has already been sequenced and analyzed?an important factor for checking the accuracy of the sperm sequencing. They found that the sampled sperm had sustained about 23 recombinations, which help to mix up genes from the chromosomes to increase genetic diversity in offspring, and between 25 and 36 new mutations, rates that match previous estimations for those in the general population. The scientists reported the findings online July 19 in Cell.

The new capability is "going to allow us to answer a lot of questions about genome stability in the germ line," says Don Conrad, a human geneticist at Washington University School of Medicine in Saint Louis, who was not involved with the new research. The researchers found that although the man who donated the sperm already had healthy offspring, two of the sperm cells studied were each missing a full chromosome. Such mutations, however, make it less likely that a sperm cell will successfully fertilize an egg.

Until now, we have made rough estimates about genetic mutations and recombination on the population scale. "We haven't had the tools to quantify those things on a personal level," Conrad says. "This is a technological breakthrough." Stephen Quake of the Stanford School of Medicine's Department of Bioengineering and his team have been working on this project for the past decade. "We started with bacteria and worked our way up to humans," he says. They harnessed developments in the field of micro-fluidics to sequence the single cells on chips. These micro-fluidic chips allowed them to amplify the genome (with a process called multiple displacement amplification) using far less material, which reduced the odds for contamination?and thus erroneous findings?by 1,000 times, they reported.

The approach also revealed new places where mutations seem to congregate on the genome?so-called hot spots. Although the study was not designed to pinpoint particular biological signals, it demonstrates "how little we actually knew about hot spots across the genome," Quake says. And future research can use these findings?and technology?to start to probe bigger biological questions, such as "to help understand and potentially diagnose reproductive disorders, to help understand what happens when it's the man's fault," he says.

Reproductive technologists, however, will not be sequencing sperm to screen them for implantation anytime soon. The current method of sequencing destroys the sperm cell subject. Quake, however, suggests that both screening and capturing a sperm cell intact is possible under the right conditions?namely, just before a sperm cell splits through meiosis. "If you can capture them before they separate, you can sequence one and you'll know what the other is."

In light of his, ahem, embarrassing arrest, Fred Willard finds himself without a steady job.

The 78-year old actor, who was booked last night on charges of lewd conduct when police caught him with his pants down in a movie theater, has been let go as the voice of PBS's Antique Rainbows spinoff, Market Warriors

The veteran actor's attorney, however, has issued a statement proclaiming his client's innocence.

"With all due respect to the individual officer, our belief is that Fred did nothing in any violation of any law," Paul Takakjian tells TMZ. "We will be working vigorously to clear his name in this matter."

In the meantime, can someone please buy this man a big screen TV and a DVD player?

CTA: Red Line project will mean at least 400 new bus driver jobs

The CTA will hold three job fairs in an attempt to hire as many as 400 part-time bus drivers for the Red Line L reconstruction project.

They will be held:

? 9 a.m. to 1 p.m. July 30 at Chicago State University, 9501 S. King Drive in Chicago.

? 9 a.m. to 1 p.m. Aug. 28 at National Teachers Academy, 55 W. Cermak Road.

? 9 a.m. to 1 p.m. Sept. 15 at Kennedy-King College, 6301 S. Halsted St.

The CTA will hire at least 400 part-time bus drivers to operate shuttles during next year?s South Side Red Line reconstruction, the agency announced Wednesday.

And the first of three job fairs to fill the jobs will be held July 30 at Chicago State University. Once hired, the bus drivers will remain a part of the CTA workforce even after the project ends.

?The jobs start out at $19 a hour and go up to $29 an hour, and after three months on the job you become eligible for benefits,? CTA Board Chairman Terry Peterson said. ?These are good-paying jobs that can eventually lead to full-time employment.?

Beginning in May, the CTA will begin rebuilding the Red Line from Cermak Road to 95th Street ? a 10-mile stretch of tracks originally built in 1969.

The new hires will drive shuttles that will travel up and down the Dan Ryan Expressway directly to the Green Line L from each of four Red Line stations ? 95th, 87th, 79th and 69th. A local shuttle will run among those four stations for people who want to travel from, say 95th to 79th. They?ll also drive supplemental buses that will be used during the project.

CTA President Forrest Claypool said the goal is to give South Side residents job opportunities in their own neighborhoods but admitted the new hires will cost the agency an ?additional cost for a certain period of time.?

He did not provide details on how much adding the new drivers would increase the agency?s budget, but said it would decrease through attrition as other employees leave the CTA.

The job fairs related to the South Side project will provide information about the skills and training needed to become a bus driver, including the need for a Class ?B? Commercial Driver?s License. And the agency said more jobs will be opening later this year unrelated to the Red Line project.

Claypool in November warned that 1,000 union jobs could be lost, service would need to be cut and fares increased if CTA workers? unions didn?t give up what he called ?antiquated work rules.?

But in May, the agency announced it had closed a $160 million budget gap in part through restructuring debt to save $80 million. The other $80 million came from increased ridership and savings from frozen wages and a hiring slowdown, among other factors.

At the time CTA bosses said the measures were ?one-time budget fixes? that can?t be repeated next year. They are still negotiating changes to work rules with the union.

The Amalgamated Transit Union Local 241, which represents CTA bus drivers, could not be reached for comment Wednesday afternoon.
