Juncker: Greece won't leave eurozone

(AP) ? Luxembourg's prime minister says Greece won't leave the 17-nation eurozone ? arguing that an exit wouldn't be politically feasible and would carry unforeseeable risks.

Greece has been kept afloat by international loans but fallen behind on implementing reforms and austerity measures demanded in exchange, feeding speculation about a possible euro exit.

But Luxembourg's Jean-Claude Juncker, who also chairs eurozone finance ministers' meetings, was quoted Saturday as saying in an interview with Austria's Tiroler Tageszeitung newspaper: "It will not happen ? unless Greece violates all the conditions and keeps to no agreements."

Juncker said he assumes Greece will redouble efforts to reach its targets ? so "there is no reason to assume that this exit scenario can become relevant." He said an exit would be "technically" but not "politically" feasible.

Markets stutter as Fed stimulus hopes fade

LONDON (AP) ? Fading hopes that the U.S. is in line for monetary stimulus following a round of better-than-expected economic data kept trading in check in thin markets Wednesday.

Stocks have enjoyed a bumper few weeks on hopes that the world's leading central banks will do more to shore up economic growth, but a round of upbeat U.S. economic figures have reined in expectations of the Federal Reserve doing something in September.

However, investors may not get a clearer insight into Fed policy until chairman Ben Bernanke's speech on Aug. 31 at an annual economic conference in Jackson Hole, Wyoming. Until then, markets may drift in the traditional summer lull in Europe and the U.S.

Figures earlier this week showing a surprisingly big 0.8 percent increase in U.S. retail sales in July has been followed by news Wednesday that industrial production rose an above-forecast 0.6 percent during the month.

"It would be unwise in these volume-light times to ascribe much meaning to today's dip, but it seems that the current rally is going through a temporary pause, in the wake of economic data that perhaps lessens expectations of Fed action in September," said Chris Beauchamp, market analyst at IG Index.

In Europe, volumes were particularly light as many countries were on holiday, though markets remained open.

Germany's DAX was 0.4 percent lower at 6,948 while the CAC-40 in France rose 0.1 percent to 3,452. The FTSE 100 index of leading British shares was down 0.4 percent at 5,843, in spite of figures showing a surprise fall in U.K. unemployment to 8 percent. The most noteworthy stock movement in Europe was Britain's Standard Chartered, which was trading 5 percent higher after the bank agreed a $340 million settlement with New York authorities over controversial transactions with Iran.

The subdued tone was evident in the U.S. too, with the Dow Jones industrial average up 0.04 percent at 13,177 and the broader S&P 500 index up 0.15 percent at 1,405.

It was a similarly quiet picture in other markets. The euro, which has recently been buoyed on hopes of European Central Bank action, was down 0.3 percent at $1.2290. And the price of oil, which in parallel has pushed back above $90 a barrel, was down 41 cents at $93.02 a barrel.

Despite questioning whether the Fed will decide to pump more money into the U.S. economy, investors think the ECB and the monetary authorities will announce new policy measures in the coming weeks. While the ECB is expected to restart its bond-buying program in order to keep a lid on the borrowing rates of Italy and Spain, the People's Bank of China is widely-tipped to cut interest rates further to shore up faltering economic growth.

Until the central banks are more forthcoming about their intentions, many analysts think the markets will likely trade in fairly narrow ranges.

"The Fed Chairman's address at the Jackson Hole conference, the next U.S. payrolls report, and the ECB's monetary policy announcement in early September are all events that could, and should, move the markets, but the first of those is not scheduled to occur until the last day of August," said Nick Bennenbroek, an analyst at Wells Fargo Bank.

Earlier in Asia, stock markets finished mostly lower. Japan's Nikkei 225 index closed slightly down at 8,925.04 while Hong Kong's Hang Seng fell 1.2 percent to 20,052.29. Markets in South Korea and India were closed for public holidays.

Benchmarks in mainland China also fell. The Shanghai Composite Index lost 1.1 percent to 2,118.94 while the smaller Shenzhen Composite Index lost 0.8 percent to 886.98.

Structure of superheavy elements in 'island of stability': Nucleus 256Rf can now be studied in depth

ScienceDaily (Aug. 15, 2012) ? One of the most sought-after goals in nuclear physics is an understanding of the structure of superheavy elements in the so-called "island of stability." These nuclei contain a large number of protons, and would ordinarily be ripped apart by the strong Coulomb repulsion between them. However, quantum mechanical shell-effects act to stabilize the nuclei, meaning that they can then live long enough to be observed in the laboratory.

In order to understand these "shell effects," detailed experimental studies are needed. Such studies are unfortunately precluded by the fact that superheavy elements can only be produced in small numbers (sometimes only a few atoms per month). It is, however, possible to study lighter nuclei in more detail. These studies can be used to gain indirect information on the island of stability.

Now, experimental advances at the Accelerator Laboratory of the University of Jyv?skyl? (JYFL-ACCLAB), Finland, have meant that it has been possible to study the nucleus 256Rf in detail for the first time. The facilities at JYFL-ACCLAB are currently the only ones worldwide which permit such studies to be carried out. The 256Rf nucleus has 104 protons, which corresponds to the accepted gateway to the superheavy elements. The 256Rf nucleus is the heaviest which has so far been studied in this manner.

Our waiter at Scampo sold us on the pasta by insisting that he loved the dish even though he "really didn't like beets." ?I actually adore beets. Roasted in the oven and topped with olive oil and salt they are a perfect meal. Even for a beet lover, the egg pasta with beets and summer truffles at Scampo were a revelation. ?The tender noodles were tossed with diced beets, slivers of beets and baby beets, as well as melted butter, lemon and so many slices of earthy truffles. It was topped with roasted seaweed, adding a subtle saltiness to the dish. Together the dish was a sweet and savory delight. ?It is the dish that would woo me back to Scampo.
That wasn't the only pasta dish that we were still recalling the next day. ?The simple sounding spaghetti with cracklings was over the top. Little fried cubes of porky goodness were nestled in olive oil and hot peppers. Each smoky, crunchy, chewy bite was heavenly. I would have loved the dish even more with ziti or shells that could easily hold the cracklings.
Another dish hit the mark as well. ?I had read many positive review about the pork chop. But I was dismissive: how good could a pork chop really be? Well, it was that good: juicy, tender and burnished by the wood grill. I haven't eaten a pork chop in years and this just converted me. It was so huge that it lasted through dinner that night, and lunch the next day. ?The only downside? The accompanying apple risotto was undercooked, too sweet and reminiscent of breakfast porridge. The dish would have fared far better with a seasonal green, like broccoli rabe saut?ed with garlic.
That being said other dishes also offered tasty elements. ?The green bean tempura was delicious and sweet having been blanched before frying. ?We also loved the fava bean dip that came with salty, homemade Parmesan bread sticks as we sat down.
While we didn't love the almond milk dressing, the tender fried eggplant was perfect with the sweet homemade mozzarella. ?This was one of many dishes that you can get from their mozzarella bar.
We also tried the famous lobster pizza. ?The crust was reminiscent of a simple flatbread and coated with a creamy, sherry infused sauce. On top of that, chunks of sweet lobster. ?It was good. But, truth be told: I am a lobster purist, craving a steamed lobster or a chilled lobster roll.
Desserts were...fine. The most memorable part? The freeze dried lemon (intended as a garnish to our lemon semifreddo!) that was tart and bitter and contrasted the dinner. ?The semifreddo itself was too sweet, reminding me of the inside of a chilled key lime pie.

The chocolate dessert was also underwhelming. ?It consisted of a chocolate mousse coated with a chocolate ganache and chocolate sprinkles. ?Unfortunately none of the elements were calorie-worthy. ?However, I couldn't stop spooning up the Guianduja ice cream. Creamy, nutty, not too sweet: it was lovely.

We enjoyed our starter drinks. ?My companion had the Gara with bourbon, ginger liquer, lemon and mint while I had the Pompelmo with tequila, grapefruit, agave, lime and mint. ?I loved my glass of red wine, a Supertuscan Querciabella Mongrana, which was tasted of berries.
Scampo is located in the Liberty Hotel. Ultimately the restaurant walks the boundary between the safety of a hotel restaurant and taking leaps of faith in the customers. ?Tossing chunks of sweet beets on pasta and twirling them with lemon and seaweed was unique. ?A chocolate mousse....simple.
Will I return? Possibly. The truth is that the pork chop was $36 and the lobster pizza was $26, which, at least in my world, is serious money. ?I am incredibly grateful to Scampo for treating me and my dining companion to this meal. ?I could, though, see myself heading to Scampo after a walk on the Boston Common or by the beautiful Charles. I could also envision a stop in for a bowl of the pasta or naan baked fresh in the wood burning oven while sitting at the bar. ?I would also love to return on a Friday night for more pork as Scampo offers a WHOLE. SUCKLING. PIG!!! ?While the atmosphere is too boisterous to qualify for a romantic, quiet evening, I will recommend Scampo to friends who want to head out for an evening of good food, an engaging scene and a perfect location. ?Clearly, Scampo is a popular place for many people. The night we were there I saw a huge range of people, some clearly hotel guests and others locals, stopping in to share in the pasta, pizza and creations of Chef Lydia Shire. So, go, enjoy and save room for the cracklings.

Paul Ryan Meets with Nevada Donors as Protest Rages Outside

LAS VEGAS - Hundreds of protesters greeted Paul Ryan as he met with a small group of Nevada donors including casino magnate Sheldon Adelson at the Venetian hotel.

Protesters gathered outside the casino on Tuesday and chanted "Paul Ryan go home" and waved signs that read, "Romney/Ryan Road to Ruin, "Paul Ryan Hustling for the One Percent" and "This is What Democracy Looks Like?"

The group was mostly made of labor organizations including the American Federation of Government Employees who were in Las Vegas for a conference. They joined up with local labor chapters to protest, including members of the AFL-CIO.

According to donors leaving the event, there were about 40 people gathered. Earlier Tuesday, a Ryan aide said the soiree, called a Nevada Finance Leadership Event was not a fundraiser because no tickets were sold and guests did not pay to attend. A female donor leaving, who did not want to be identified, said the meeting was to discuss how to raise money for the campaign.

As donors left they were exceptionally press shy with one woman confirming that Ryan did address the crowd calling his speech, "wonderful." A young man, much younger than most of the donors leaving, described it as a "good event."

Besides Adelson and Ryan, former senate candidate Sue Lowden was also slated to attend.

Romney fundraisers in public places, like a hotel as opposed to a private home, are open to a pooled press contingent. This evening's event was closed to the press because the campaign described the meeting as a finance event and not a fundraiser.

Adelson and his wife, Miriam, have given at least $10 million to the pro-Romney SuperPAC Restore Our Future. They also gave $20 million to a SuperPAC supporting Newt Gingrich during the primary campaign. Adelson has vowed to spend $100 million to defeat President Obama. He recently accompanied Romney on his overseas trip to Israel.

Ryan also addressed a boisterous group at a different rally Tuesday afternoon telling the crowd they are being given a "clear contrast" and while the president only offers "division and demagoguery," he and Romney bring "optimism and opportunity."

"It's been really exciting, it's been an exciting few days to get put on the ticket with Gov. Mitt Romney because we feel that we owe you, our fellow citizens, a very clear choice, and a very clear contrast," Ryan said at a local high school. "You know why? 'Cause it's not going the right direction. The president is putting us on the wrong path and we're going to fix this thing and get America back on track. This election is going to fly by the next 80 or so days but what you're going to see and what we're now seeing from the president is nothing more than division and demagoguery. We are going to offer optimism and opportunity."

(AP) ? The Obama administration on Tuesday directed young illegal immigrants to fill out new forms and pay $465 if they want to apply under a new program that would let them avoid deportation and obtain a U.S. work permit.

The government renewed warnings that the process wouldn't lead to citizenship or give them permission to travel internationally. It will begin accepting immigrants' applications Wednesday.

The paperwork for the program, known as Deferred Action for Childhood Arrivals, can be downloaded from the U.S. Citizenship and Immigration Services website, said the agency's director, Alejandro Mayorkas. Applicants must pay a $465 fee and provide proof of identity and eligibility.

Under guidelines that the administration announced Tuesday, the agency said proof of identity and eligibility under the program could include a passport or birth certificate, school transcripts, medical and financial records and military service records. DHS said that in some instances, multiple sworn affidavits, signed by a third party under penalty of perjury, could also be used.

With the start of the program nearing, immigrants have been working on getting their paperwork in order. Tuesday morning, 23-year-old Evelyn Medina, from Tegucigalpa, Honduras, was in line at that country's consulate in Washington about 6:30 a.m. to secure a passport. With her passport in hand, Medina was all smiles as she walked out of the building just before 2 p.m., saying "finally" as she clutched the document.

Medina said she has been in the United States for about 10 years and is currently a student at a Maryland college, hoping to eventually earn a master's degree and become a social worker.

She wasn't alone. Leonardo Irias Navas, head of the consular section at the Embassy of Honduras, said the number of people applying for passports has more than doubled in the last week.

A decision on each application could take several months, and immigrants have been warned not to leave the country while their application is pending. If they are allowed to stay in the United States and want to travel internationally, they will need to apply for permission to come back into the country, a request that would cost $360 more.

The administration announced the plan in June to stop deporting many illegal immigrants brought to the U.S. as children. To be eligible, immigrants must prove they arrived in the United States before they turned 16, are 30 or younger, have been living here at least five years, and are in school or graduated or served in the military. They also cannot have been convicted of certain crimes or otherwise pose a safety threat.

Mayorkas said being approved to avoid deportation "does not provide lawful status or a path to citizenship."

The announcement came just months before what is shaping up to be a tight contest for the White House. President Barack Obama has come under fire by Hispanic voters and others who have say he hasn't fulfilled a previous campaign promise to reform the nation's immigration laws. The policy change could stop deportations for more than a million young illegal immigrants who would have qualified for the failed DREAM Act, which Obama has supported in the past.

Critics of the program, including House Judiciary Committee Chairman Lamar Smith, R-Texas, have called the policy backdoor amnesty and say they worry about fraud.

"While potentially millions of illegal immigrants will be permitted to compete with American workers for scarce jobs, there seems to be little if any mechanism in place for vetting fraudulent applications and documentation submitted by illegal immigrants," Smith said Tuesday.

DHS said anyone found to have committed fraud will be referred to federal immigration agents.

The Migration Policy Institute estimated last week that as many as 1.7 million people could be eligible to stay in the U.S. and legally work under the new policy.

DHS officials have repeatedly said the department doesn't have an estimate on how many people may apply. In an internal document outlining the program's implementation officials estimated about 1.04 million people would apply in the first year, and about 890,000 would be eligible.
