Medvedev urges regional solution to Afghan issues (AP)

DUSHANBE, Tajikistan ? Russian President Dmitry Medvedev says the fate of Afghanistan and surrounding nations should be decided by regional powers, an apparent call for reduced U.S. engagement.

Medvedev told his Afghan counterpart Hamid Karzai Friday that Russia would pursue a broad platform of support to Afghanistan, including economic and security assistance.

The remarks appear to mark a new effort by Moscow to make strategic and economic inroads in Afghanistan at the expense of the United States, whose relations with the Karzai administration have become strained.

The leaders met at a four-nation summit in the capital of Tajikistan that also included Tajik President Emomali Rakhmon and Pakistan's President Asif Ali Zardari, whose countries both share porous borders with Afghanistan.

Germans use cartoon stork to fight far-right (AP)

BERLIN ? He sports a toothbrush mustache and parts his black hair to the side. But don't let this cartoon stork's resemblance to Adolf Hitler fool you ? he's out to defeat the far right.

The goggling eyes of Storch Heinar, or Heinar the Stork, stare down over his long, mustachioed beak from thousands of posters plastered around Germany's northeastern coastal state of Mecklenburg-Western Pomerania, which elects a new legislature Sunday.

Five years ago, the far-right National Democratic Party, or NPD, won six seats in sparsely populated Mecklenburg-Western Pomerania, only the second time it has been represented in a state legislature. Tourism leaders fear another successful NPD showing could scare away visitors to the state, a top German tourist destination, and further damage its struggling economy.

So they have teamed up with the stork's creators to send a clear message: "Don't Vote for Nazis."

"We want to demonstrate that it is not important to us where our guests come from, what color their skin is, or their religion ? we are open to all guests," said Uwe Barsewitz, head of the state's association of hotel and restaurant owners, following a rally by his group, in the seaside resort of Warnemuende.

Storch Heinar was originally hatched in 2008 by members of a group that fights the far right and is linked to the left-leaning Social Democratic Party, which heads Mecklenburg-Western Pomerania's state government. The bird was initially meant to combat the rise in popularity of a fashion label popular with neo-Nazis, Thor Steinar.

When a Nuremberg court ruled in favor of the stork over the clothing maker in 2010, Heinar's popularity took off, sparking a band, "Storchkraft," or "Stork Power," and a biography, "Mein Krampf," or "My Cramp" ? a play on the name of Hitler's infamous manifesto "Mein Kampf," or "My Struggle." Heinar also now boasts a T-shirt line of his own.

The stork's involvement in the election campaign began last month, when Rostock hotel owner Benjamin Weiss grew fed up with a forest of placards from the NPD that greeted guests with the slogan, "Tourists Welcome ? Foreigners Out!"

He started to worry that his business, and regional tourism in general could suffer if the NPD wins the 5 percent of the vote it needs to get back into the state parliament. Current polls suggest that is uncertain.

More than 42,000 people have jobs in Mecklenburg-Western Pomerania's tourism industry, which brings in an average of euro5.1 billion annually. Since 1990 reunification the state's rough natural coastline, white sand beaches and many lakes have made it one of Germany's most popular vacation destinations.

Recent years also have seen a jump in Scandinavian tourists coming ashore from Baltic Sea cruise ships and others visiting from neighboring Austria and Switzerland.

"I don't think any of us want to see a TV report about a Nazi party making it into the state legislature," Weiss said in a statewide call of support to hotel owners across the state.

Drawing in Barsewitz and funding from his own pocket, Weiss teamed with Storch Heinar's creators to draw up satirical placards which they posted within inches of those sponsored by the NPD.

"The stork is a symbol of internationalism, it is a migratory bird," Barsewitz said. "It flies to us in the spring and in the fall it leaves, with no regard for borders. It is always welcome. So it was a good symbol for us."

The stork's camp says the NPD responded by trying to remove or deface its posters, but regional NPD lawmaker Stefan Koestner said the bird wasn't bothering it.

"We find the 'stork' to be ridiculous," Koestner wrote in an email seeking comment. He insisted the campaign had "not caused trouble of any kind for us with this poster."

The NPD holds seats in one other state, Saxony, but none in Germany's national parliament. Nevertheless, it is a perennial source of concern. The German government has accused it of inciting hate crimes, but an attempt to ban the party in 2003 was blocked by the nation's highest court.

Barsewitz said he has been overwhelmed by the success of the Storch Heinar campaign.

"We will do everything possible, and whatever it takes, to try to keep the NPD out of (the state) parliament," Barsewitz said. "Our message to people is: Go out and vote, but vote for a democratic party."

Whether you are ?conversant? in branding or not, the object of the predicate in the title may strike you as?no pun?misplaced. Typically one hears of branding a product or company and sometimes even experiences. But what about the naming, branding strategy and perceptions associated with places ? towns, cities, and other civic entities. As fodder for my reflection, I?m going to point out examples local to our Orange County office and my new place of residence.

First, some qualifiers: Moving to Orange County only 8 months ago after 16 years in San Francisco, I bring the perspective of an outsider. Upon moving to Orange County, I found it strange that many residents identified where they lived by reference to county, rather than town or city. Of course, there are other famous counties: Bergen (NJ) Fairfield (CT) Marin (CA), but I can?t think of anywhere else in the U.S. where county functions as the primary identifier of residence than in Orange County. True: If you live in one of the beach cities?Laguna, San Clemente, Newport?you are more likely to refer to them when specifying an address. But, there is an invisible line as one moves East into the hinterland, where ?everything? is and? ?everybody? lives in (amorphous) Orange County?a place where oranges are now largely imported (I?ll bet). My first encounter with Orange Country ?branding,? if you will, was an advertisement marketing new homes in Newport Beach. The headline read: ?New, Detached, Gated. Newport.? My first thought was that this slogan?designed to promote the sale of half-million-dollar homes in a prestigious city address?could?ve served just as well to promote one of the states? new penitentiaries. New. Detached. Gated. Are these the benefits that entice the buyer? San Francisco?if similarly formulated in 3 words?seemed the alter ego of this concept: Old. Attached. Open.

Take a look at the brand strategy behind some Orange County city names:

  • Lake Forest: Neither lake nor forest in any meaningful sense.
  • Laguna Woods: No laguna, no woods.
  • Laguna Hills: There are hills, but are they so unique in contrast to the hills in other towns as to merit special call-out?
  • Mission Viejo: No Mission and very little that is ?viejo?.
  • Villages of Irvine: The use of the term ?villages? here really refers to very modern housing developments that bear little relation to the sort of entities for which the term was originally coined?places that grow organically, are formed around a central piazza lined with businesses including the butcher, baker, and candlestick maker?of which the Villages of Irvine bear little. So, why the resort to anachronism? Why not craft language as new to fit these hybrids?

Why is it that very nuevo towns are so anxious to brand themselves as viejo and quaint? There seems to be paranoia or at least an inferiority complex that underlies the branding of OC cities. Shouldn?t Irvine, for example, project an image of itself as planned, pristine, and modern (all of which it is) rather than a collection of villages?

So, what is the point of all this? To ?diss? the OC or those who have?for better or worse?crafted the verbal grid that organizes its image? Well, sort of. Again, whatever these folks thought they were doing when they invented this lexicon, they have packaged the place and given it a de facto persona. Maybe this is a cautionary tale about branding at its worst, a How-Not-to-Do-It sermon from a proud professional, anxious not to see his discipline smeared by the work of imposters or hacks, anxious to avoid getting painted along with them by the critic?s brush, afraid to see the accusation of ?spin? stick. I suppose there is that to it, as well. But think of it this way: This is a business development pitch to the Oligarch of Orange Country to contact us, rebrand his Kingdom and save a worthy empire from the hands of Mad Men.

Shelter is one of the basic human needs. It can be frustrating for some not to be able to afford this basic need. Others cannot buy their own homes because they simply cannot afford it. Others have the means but would rather hold on to their money because of the economic uncertainties particularly when the mortgage sector is the primary reason why the economy is experiencing a problem. Even if a person gets a house through bank loan, he will still need to prepare quite a sizable amount of money, which will be used on other expenses that come along with the purchase.

But these factors that stop people from getting their own houses are actually caused by misinformation about the recent real estate landscape. Actually, house prices are decreasing now, and so is the mortgage interest rate. Add to this, the government also finds ways to help people attain their basic needs, like housing. To lessen the financial burden of purchasing a house, Congress has passed the American Recovery and Reinvestment Act of 2009. This Act, which is more commonly known as First-Time Home Buyer Tax Credit, grants a tax credit of $8,000 to people who have not bought any house properties from the last three years.

The 2009 credit act on income taxes can help in covering the initial expenses that come with buying a house property. You?re not getting it right away but you can borrow from your parents, for instance, and pay them back once you get the refunds. Or, you can also take advantage of the first time house buyer tax credit to finance the renovation or improvements you will do on your newly acquired house.

The 2009 credit act on taxes is also a better offer from the government compared to the 2008 tax credit act because the credit amount is bigger. The 2009 credit is $500 more than that of last year. Both the 2008 and 2009 tax credit acts have the same end goal, which is to lower the tax amount the payers need to pay for the year the house is purchased. They are also both refundable ? the credit will still be paid even if the individual does not owe any taxes or his/her tax amount is less than the credit amount. But the advantage of the 2009 tax credit over last year?s is that it is considered a true tax credit. The 2008 tax credit is more of a deferred payment, which will be collected in the later years, while the 2009 tax credit is treated as an advance payment to your annual taxes.

You can specially benefit from this act if you belong to the lower income bracket. To take advantage of the first-time home buyer credit on taxes, your individual annual income should not be more than $75,000. For married couples, they should not exceed an annual income of $150,000. But nevertheless, this act does not exclude those in higher-income brackets. Those high-earning individuals or couples can still enjoy a fraction of the credit toward their taxes.

Can a 4G Android tablet pose a worthy challenger to Apple's iPad?

While the iPad continues to sell at a rapid pace,?AT&T customers looking for an Android-powered tablet for their mobile data needs have been few and far between. The carrier hopes to change that with the reveal of the HTC Jetstream, a brand new?4G slate running Android?Honeycomb which will retail for a probably-higher-than-it-should-be price of $699 and launch on September 4.

Like almost every other Honeycomb tablet on the market, the Jetstream will sport a 10.1" screen and the speedy 1.5 GHz Snapdragon processor. Familiar front- and rear-facing cameras are also in place, as well as Flash video support. The main draw of the Jetstream is its compatibility with AT&T's brand new 4G LTE data network, which will hopefully up the ante in terms of mobile computing.?The tablet will work with HTC Scribe, a digital stylus accessory that allows for more precision than your finger might.

As HTC's first Honeycomb tablet, the Jetstream looks like a solid offering, but that doesn't mean it's destined for the best seller list. Other Android slates like the Xoom have had?a tough run so far, and customers may be hesitant to dive in with yet another similar tablet. At $699 with a 2-year data contract, HTC's offering is a full $70 more than the 16GB iPad 2 with 3G capabilities (which doesn't require a commitment), so asking prospective tablet buyers to pay a premium might not be the best solution.

Another issue is AT&T's spotty track record with its 3G service. The carrier's data network has come under fire many times for being unreliable, and introducing a 4G network could backfire. Much of the Jetstream's future may lie in whether AT&T's new network ? which is slowly rolling out to major cities right now ? can handle the weight.
